American senators are working through the weekend for the initial time since the federal closure began over a month ago, but expectations for a cross-party deal on how to end the impasse appeared to diminish as GOP senators proposed a proposal toxic to Democrats: eliminating the ACA, known as Obamacare.
Deepening Consequences of Government Shutdown
The impact on Americans from the longest shutdown of the federal government in history deepened on Saturday, as government employees went unpaid, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
President's Proposal from Florida Resort
As weekend meeting got under way, Republican senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by health savings accounts.
"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Support
Multiple Republican senators praised the plan, which is similar to a alternative for Obamacare put forward in 2017.
"We're going to replace this failing program with something that is actually better for the patient," one senator said.
Another senator praised Trump's suggestion on social media, and stood next to a large print of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We must stop public funds from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."
Opposition Reaction
Democratic lawmakers expressed concerned reactions to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been rejected by the public and Congress."
Another senator responded to the criticism of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Really? In that case I welcome your support for universal healthcare."
Ongoing Talks
The Senate went into recess without finding a solution, but Senate Republican leaders have signaled an willingness to an emerging plan from a small group of centrist lawmakers to terminate the closure in return for a later vote on the ACA subsidies.
One Democratic senator, who is leading the talks among moderates, said that Democrats "need another path forward" after Republicans rejected an offer to reopen the government and continue the payments for a year.
Another senior Democratic senator continued in arguing that Republicans should accept a 12-month continuation of the subsidies before discussing the future of the subsidies.
"Inaction is derelict because citizens will go into debt, people will lose insurance, people will get more ill," the senator stated in a floor speech. "That's what will happen if this Congress fails to act."
Political Situation
Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the support of eight Democrats to reopen the government, and the idea of repealing and substituting Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.
Several observers indicated that the essence of such a plan would eliminate the ACA's mandate that carriers cover patients with existing health issues.
After his golf outing, Trump went back to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a iteration of the proposal that was unsuccessful to secure enough support in 2017.
